Job Advert Summary PURPOSE: • To ensure that Non-Standard Labour (Service Contractors/Providers and Labour Broker Employees), complete work according to Contracts, Scopes of Work or Service Level Agreements. • To control and coordinate Line activities according to planned schedule. • To quality assure that work is done to specification and completed as agreed. • Ensure contractor legislation compliance and adhere to regulatory requirements. MAJOR CHALLENGES: • Coordination of activities at various sites. • On time availability of planned resources material and manpower. • Coordination and control of adherence to scheduled sequence of activities. • Communication between involved parties. • Manage end to end processes for Non-Standard Labour. • Retain and attract key talent. • Conflicting demands from key stakeholders. • Union relations. • Change and Transformation management in a multicultural environment.
Minimum Requirements QUALIFICATIONS: • N Dip: Human Resources Management (Essential/Minimum) • B Degree (Relevant) (Recommended/Desirable) • Certificate First Line Management (Recommended/Desirable) EXPERIENCE: 3-5 years Relevant experience in Human Resources Operational or Consulting in an Industrial or Mining Environment. With a recommended 3 years project management experience Importance: Essential/Minimum Involvement: Operational REQUIREMENTS: • Psychometric Assessment (Essential/Minimum) • Certificate of Fitness (Essential/Minimum)
Duties & Responsibilities POSITION OUTPUTS: The incumbent will inter alia be responsible for the following: Administration and Document Control • Responsible for Non-Standard Labour (NSL) lifecycle from on boarding to exciting • Map processes and quality assure • Maintain source documents and requests for services from users • Monitor flow of work through various phases of prep and computer execution • Maintain records of standard job tasks/procedures to adequately monitor workflow • Maintain daily work schedule, inform stakeholders of deviation • Maintain contractual records/docs such as project status reports and contractor safety files • Monitor compliance to policies and procedures and applicable legislation Contract Management • Responsible for end to end optimisation of NSL application processes (on boarding, induction, medicals, training, access control, exciting) • Assist to specify project objectives/scope and plans including delineation of scope/budgeting/scheduling/setting performance requirements • Act as middleman between Company line management and service suppliers • Make or provide operational budget input for non-service contracts • Monitor spend of non-service contract and report progress to client line managers • Manage employee relations reporting for contractors – raise critical issues with management • Serve as point of contact for role players on contractual execution of activities • Ensure signed contracts and Service Level Agreements (SLA’s) with relevant service providers are communicated to relevant parties Customer and Client Relationship Management • Maintain relationships with internal/external customers • Facilitating compliance of NSL to meet SLA requirement • Provide relevant support and advice to role-players and end users to ensure compliance to legislative requirements • Attend to customer requests/complaints according to Contract Specifications/Service level commitment and conduct regular follow-ups to ensure problems resolved Effective People Management • Promote teamwork, provide support and manage performance through contractor owner surveys • Oversee recruitment and Human Resources (HR) related activities of reporting staff • Support contractor HR personnel to prioritise workload and monitor availability of tools and resources required • Address lack of skills, knowledge through training and development initiatives in conjunction with Human Resources Development (HRD) Functional Excellence • Adhere to functional policies, standards, guidelines, procedures, end- to-end processes, tools, templates etc. • Assist in standardising, simplifying and speeding-up functional processes, eliminating duplication/bureaucracy • Apply functional best practices, promote sharing of best practices/knowledge Process Optimisation • Process owner for optimisation of NSL • Monitor project compliance to deliverables and invoicing • Oversee SLA compliance • Ensure contract close-out, extension or renewal • Maximize resource efficiency through procurement of labour, materials and equipment • Ensure construction quality • Oversee interface with access control, Safety, HR labour processes (including wage negotiations) and end user expectations Process Support • Plan, develop and implement NSL process and procedures aligned with operational scope and legislative (including compliance to: Social and labour Plan (SLP), Employment Equity (EE) Plans and Reports, Workplace Skills Programme (WSP)/Annual Training Report (ATR), Letters of good standing) requirements • Proactive risk identification and management of preventative measures through audits • Optimisation of NSL lifecycle to ensure effective and efficient cost application and control Safe and Healthy Work Environment • Maintain and ensure a healthy environment, safe operations and practices, ensuring compliance with all applicable Safety Health and Environmental (SHE) policies and procedures in line with set standards • Encourage a culture that focuses on safety in all operations • Ensures NPL are effectively and sufficiently trained in site/s requirements of operation/s • Undertake Culture of Behavioural Safety (CBS) tours Behavioural Alignment Demonstrates the following: • Creativity, collaboration, sociable and awareness to the ecosystem • Stewardship, accountability, ability to develop trust, safety conscious and ethical • Ability to respond quickly to business needs/agility, flexibility, continuous learning, innovation and proven ability to experiment on creative business solutions • Ability to be inclusive, eagerness for multiple skills, embraces multiple cultures, accepts different approaches and be human-centric/empathetic • Results oriented, quality driven, excellence, entrepreneurial abilities, efficient and effective The appointment will be made in accordance with Exxaro’s Employment Equity policy.
