Job Advert SummaryPURPOSE: • To implement Safety Health and Environmental policies and to draft, review, revise and implement Safety Health and Environmental procedures. • To ensure Safety Health and Environmental compliance to legal and other requirements. • To assume the duties and responsibilities of the Chief Safety Officer. • Providing a proactive and professional service to ensure the delivery of Safety best practice to the business. MAJOR CHALLENGES: • Assisting the manager, sustainability in the implementation of the Safety strategy, manage the safety team, setting objectives, reviewing performance and developing the team. • Conduct regular audits on the Safety management system on the various Mines to ensure compliance to the legislation and Occupational Health and Safety Assessment Series (OSHAS) requirements. • Assist manager, sustainability in implementing recommendations and directives flowing out of Heads of Department meetings and corporate centre. • Assist manager, sustainability in compiling of the various safety reports and statistics.

Duties & ResponsibilitiesThe incumbent will inter alia be responsible for the following: Best Practice and Knowledge Management • Implement best practices within Business Unit (BU) • Investigate opportunities to continually improve Safety Health and Environmental (SHE) processes and systems and measure effectiveness thereof • Actively pursue exchange and preservation of information between operations and individuals to facilitate effective knowledge management according to organisational objectives • Management of Safety Systems • Ensure proper planning of the safety function on the mine covering Safety objectives are set and communicated • Develop mine plans to ensure safety management system is implemented and monitored • Develops a work plan for the safety officer • Legal compliance • Adherence to policies and procedures • Performance management audit results time and attendance tracking. • Data integrity • Risk Assessment and Inspection • Carries out compliance inspections on all facets of the operation, identifies risks in mining, health, environment • Analyses risks and suggests strategies for managing/mitigating risks to management on the mine • Facilitates internal Health and Safety audits on structured and planned basis Business Performance and Operations • Identify, prioritise and manage Occupational Health and Hygiene (OH&H) risks for BU • Manage implementation of OH&H Management System and ensure corrective actions are implemented for all incidents within BU • Ensure development, implementation and monitoring of OH&H Programs within BU • Advise BU Managers during planning, implementation and operation of OH&H management system • Health, Hygiene and Medical exposure management within BU • Ensure proper planning of the Culture Based Safety (CBS) functioning on the mine covering: Underground, Surface operations, Logistics and Training • CBS Monitoring: Responsible for promoting the just and fair culture • Responsible for the training and implementation of Company attitude to all staff • Undertake surface, plant, workshops and underground visits to ensure CBS team meetings take place • Responsible for the coaching and reinforcement of the CBS process • Assist with the roll out, maintaining and upkeep of project 1 & 2 • Follow up and monitor team participation in project 1 & 2 • Responsible for the compiling and distribution of CBS communication letters • Assist in the coaching and investigation of the Human and Organisational Factors (HOF) in accident investigations • Attend investigations of unsafe behaviours that could lead to corrective actions • Monitor CBS inductions • Manage delivery of results and performance by holding regular review sessions as follows: Attend mass meetings, steering committee meetings and group CBS steering committee meetings, weekly coordination meetings and visiting work teams in workplaces Compliance, Governance and Assurance • Ensure all relevant policies, procedures, standards and guidelines are implemented and BU complies with SHE legal and other requirements • Implement effective SHE management systems and processes to support BU needs in developing and submitting legal documents to relevant stakeholders as required for technical standards and audits • Manage reporting and monitoring on SHE issues • Review and submit recommendations to drive down all SHE Financial Liabilities • Ensures that all changes in legislation and policy as advised by manager is communicated to all required persons on the mine • Recommends improvements to safety and the safety system • Train and promote safety best practices to all staff on the mine e.g. training on risk identification Customer, Stakeholder and Client Relationship Management • Assist in evaluation of discipline-specific standards, principles and practice to enable planning, design and implementation of safe outcomes that support business strategy • Maintain effective internal and external stakeholder relationships within sphere of control • Facilitate stakeholder engagement forums Effective People Management • Maintain an optimised team structure that is manned by staff that are motivated, empowered and lead by sound performance management and transformational leadership practices • Promote teamwork, provide support and manage performance • Ensure all SHE employees are competent (in terms of skills, knowledge, attitude and experience) to execute tasks according to set standards • Ensuring that all staff participates in the CBS framework and assisting in the streamlining of the cultural transformation framework as per Chamber of Mines • Fully compliant health and safety working conditions at the mine • Performance against key safety indicators Financial Management • Manage and ensure compilation, implementation and monitoring of SHE value add to ensure funds are optimally utilised and service delivery within budget • Ensure SHE capability targets are achieved SHEC Operations • Advise line management to ensure BU and corporate programs and legal requirements are effectively implemented and maintained • Implement and maintain SHE policy and management systems • Ensure management and employees understand workplace SHE hazards and risks in terms of achieve zero harm • Evaluate effectiveness of controls in terms of SHE risks assessments and other relevant actions • Facilitate incident management • Participate in SHE audits • Ensure timeous reporting • Emergency preparedness management within BU • Co-ordination of CBS activities across all operations • Conduct full training of employees on CBS in all areas • Arrange and lead audits and compile audit reports • Coordination of reviews both Base Line Risk assessments and standard procedures • Participate in incident and accident investigations • Assist in compilation of codes of practices and standard operating procedures • Organise monthly Health, Safety and Environment (HSE) meetings and audits • Provide quarterly assessments of CBS status and report to management Safe and Healthy Work Environment • Maintain and ensure a healthy environment, safe operations and practices, ensuring compliance with all applicable SHEC policies and procedures in line with set standards • Encourage a culture that focuses on safety in all operations • Appointment under section 2174 of Mine Health and Safety Act (MHSA) • Appointment as management representative for Occupational Health and Safety Act (OSHA) and International Organisation for Standardisation (ISO) Certification • Actively participate in the OHSA 18001:2007 Health and Safety system • Maintain, promote and adhere to Company rules • Actively participate in the CBS and just culture • Maintain and follow the “Just and Fair culture policies” • Include the operation and group objectives and target towards the Lost Time Injury Frequency Rate (LTIFR) in Key Performance Areas (KPA’s) • Maintain the HSE policy requirements • Obtain the set LTIFR with no fatalities • Take an active part in the reporting of unsafe acts and conditions in the workplace • Promote and maintain safety and health in the workplace • Exercises the statutory duties of CBS Coordinator and attend disciplinary hearings to ensure the just and fair culture Behavioural Alignment Demonstrates the following: • Creativity, collaboration, sociable and
