Requirements
A three-year National Diploma/Degree in Human Resource Management plus 7 years’ experience in the HR working environment of which 3 years must be on a supervisory level. Knowledge of Public Service Act and Regulations. Understanding of transformation and capacity building processes. Persal Certificate and knowledge. PFMA. Computer literacy. Good verbal and written communication skills. Report writing. Strong leadership skills and qualities. Listening skills, Conflict Management and Negotiation skills. Time Management and Basic Financial Skills. Project management skills. Good inter-personal relations. Problem solving skills and Presentation skills. Self-disciplined and able to work under pressure with minimum supervision. People management and Supervisory skills. Policy Development and research skills. Facilitation skills. Valid driver’s license. Knowledge of Employee Self Services and E-recruitment.
Duties
Lead and manage the HR Unit services, manage and empower the HR Staff at the hospital. Provide guidance and support to the staff. Approve and Quality assure all the transactions related to appointments, salary administration, leave, overtime, terminations, transfers and housing allowance. Management of PILIR for the hospital. Management of ESS and payroll. Attend to all Auditor General Queries. Manage and coordinate the implementation of grade progression. Advice staff on all HR related issues. Manage and support line managers on HR issues. Manage the allocated Human Resource budget. Analyse Human Resource information reports. Develop and monitor operational plan of the unit. Manage performance, training, development and absenteeism of staff. Assist with the Recruitment and Selection. Manage Staff Establishment and Compensation of Employees Rotate to other pillars of HRM when required.
